Industry Manway Survey
Historically hinged and bolted manway covers have ranked the highest location of NAR in non-pressure tank cars with the highest percentage of manway cover NARs caused by loose manway cover bolts. The NAR Reduction Task Force's Hardware subgroup developed a survey to determine how the industry is using the manways and how often they are being open, closed and secured in one full trip (load and residue). The information from this survey maybe used in future loader/unloader training and the possible redesign of the standard hinged and bolted manway cover.
The following is a summary of the survey results:

Getting to Zero
This video was produced by the Association of American Railroads in Cooperation with the American Chemistry, the United States Department of Transportation-Federal Railroad Administration and Transport Canada. It is designed to impress upon the loader or unloader of a hazardous material package, their importance in reducing the occurrence of non-accident releases (NAR) on rail. A NAR impacts our lives in several areas including the safety of railroad workers, the citizens of the communities traversed, the environment, the shipper’s customers end even the loader and unloader themselves. Damages may be assessed against those not fully complying with all governmental requirements. The individuals responsible for preparing the hazardous materials shipments for transportation are the first line of defense in preventing NARs. This video enhances the theme of prevention vs. mitigation of an NAR. The safe transportation of hazardous material, “ZERO NAR”, is the ultimate goal. The information contained in this video is not intended to replace procedures established by your company. It is intended to supplement those procedures. In all cases, follow the procedures established by your company.
